    Description: Meeting called to order at 6:05pm by Chairman, Frank Cochran

    A. Roll Call:

    9 Present: George E. Carter, Leslie Radcliffe, Shirley Wayne Washington, Moses Nelson, Wayne Hobbs, Frank Cochran, Barbara Carroll, Alyson Heimer, Evelise Ribeiro

    3 Absent: Maureen O’Sullivan, Robert Spirito, Catherine Gootkin

    1 Excused Absence: Bianca Bowles

    Staff: Reginald Thomas, CRB Coordinator

    Guest: Lieutenant Anthony Duff, OIC Internal Affairs

    B. Opening Remarks: Frank Cochran

    C. Approval of Minutes: Motion to approve January 12, 2012 minutes with corrected changes made by Barbara Carroll, seconded by Wayne Hobbs, moved by majority, with one abstaining.

    January 12th minutes were amended to reflect the following changes:

    There were ten members present, not nine.
    In-service training came after the Internal Affairs Report and before Public Comment

    D. Approval of Agenda: moved by majority

    E. Internal Affairs Report: presented by Lt. Duff
    6 closed cases ready for review
    IA will be hiring for 2 positions. The decision for IA moving is still pending.
    Chair assigned the following cases to be read and reviewed:
    Panel A: 002-12-C, 134-11-C, 140-11-C
    Panel B: 144-11-C, 146-11-C, 158-11-C
    Chair assigned Bianca Bowles to Panel A and Leslie Radcliffe to Panel B.
    Discussion on case reading ensued. The primary function of the CRB is to read and review cases.

    Wayne Hobbs recommended Board follow process of notifying management team when their representative was in neglect of their duty to read cases. Motion was made by Leslie Radcliffe, if a CRB Member fails to read 2 consecutive cases, notification will be sent to the management team requesting a replacement. Motion was seconded by George E. Carter. Motion was moved, with 2 abstaining and 2 opposed.

    Recommendation to Bylaws Committee: On sanctions and removal by the CRB if the request for a replacement goes without attention, that the CRB will have power and authority to remove non-compliant Board member who has neglected their duties to read and review cases.
