    Meeting was called to order by Barbara Carroll at 6:00 p.m.

    A. Roll call/Attendance by Mary Blair

    9 Present: Mary Blair, Barbara Carroll, Catherine Gootkin, Frank Cochran, Wayne Hobbs, Evelise Ribeiro, Robert Spirito, Shirley Wayne-Washington, Maureen O’Sullivan

    4 Absent: George E. Carter, Doug Hausladen, Reverend Walter Johnson, Jr., Almeta Hudson

    Staff: Roderick Williams, Assistant Corporation Counsel; Reginald Thomas, CRB Consultant
    Guests: Chief Frank Limon; Sergeant Robin Higgins, Internal Affairs

    B. Agenda Review
    Motion to accept the agenda was made by Bob Spirito, seconded by Frank Cochran; unanimous approval.
    C. Review of Minutes
    Motion to accept minutes were made by Mary Blair, seconded by Bob Spirito; unanimous approval.

    D. Report from Internal Affairs by Sergeant Robin Higgins
    Ten (10) cases closed since last month. There were 29 complaints filed in April. The year-to-date total number of complaints as of April 1st is 59. Sergeant Cain is expected to return to duty on or about June 7, 2010.

    E. Case Review Assignments
    Barbara Carroll assigned cases equally to Panels A & B respectively.

    F. New Business
    Chief Frank Limon introduced himself and provided an overview of his background and a synopsis of the Chicago, Illinois process for Internal Affairs. A key concept noted was the automation of case tracking. Chief Limon openly engaged the CRB in a question & answer session.

    G. Unfinished Business
    Reginald Thomas reminded everyone of the training concepts for new members and discussed training objectives past, present and future. He extended a request for Chief Limon and IA personnel to attend the July CRB meeting to be held at One Union Avenue.

    H. Subcommittee Reports – NACOLE / BOPC / ByLaws / Policy& Procedures
    • Panel A - Case review has been completed.
    • Panel B – Case review is ongoing.
    • Management Teams – nothing remarkable
    • By Laws – Robert Spirito presented a proposed amendment to the CRB By Laws Section 3.9. Motion made by Spirito to accept the proposal, seconded by Cochran. There was discussion on the proposal followed by a unanimous vote of acceptance.
    • NACOLE – 16th Annual Conference scheduled for September 20-23, 2010 in Seattle, Washington.
    • BoPC - BoPC meeting time to be 6:00 pm. New member George Carter was in attendance at the May BoPC meeting.

    A motion to adjourn was made by Mary Blair and seconded by Bob Spirito; approved unanimously.

    Next meeting of the Civilian Review Board is scheduled for Thursday, June 10, 2010 at 6:15 PM,
    City Hall, 165 Church Street, Second Floor, Meeting Room #2.
