Ryan White Title 1 funds are allocated by the percentage of cases in each county that make up the total AIDS cases in this Eligible Metropolitan Area (EMA). The EMA is made up of New Haven and Fairfield Counties.

Ryan White funds are used to provide costly life supporting medications, meals, transportation to doctors' offices and clinics, housing assistance, substance abuse treatment, respite and mental health support to family members and children, case management and many other important services.
