In 2006, Livable City Initiative’s community development corporation partner, Mutual Housing Association of South Central Connecticut, Inc. dba NeighborWorks® New Horizons, completed construction on the 24 unit affordable housing complex at 368 Ferry Street, in the City's Fair Haven neighborhood. Homes have decorative porches, second floor balconies, and the interiors are light and spacious including kitchens with granite countertops.

The responsibilities of the Administrative Division are to provide the following services:
- To manage the fiscal and programmatic responsibilities of Livable City within the guidelines and regulations established by the State of Connecticut and the federal government.
- To provide financial assistance to low and moderate income citizens of New Haven and foster homeownership.
- To provide technical assistance to neighborhood groups and community development corporations for the rehabilitation and creation of affordable housing.
- To provide housing assistance for persons with special needs.
- To aid in the management of developer based projects.
- To monitor housing trends and research on an ongoing basis policy paradigm shifts.
- To oversee departmental grant writing.
Projects administered by this division range in size from a $3,000 house painting loan to a $6 million rehabilitation and new construction project. Funding sources include HOME, State HOME, Urban Development Action Grant funding (UDAG), Section 108 Loan Guarantees and State and City Bond proceeds. Currently there are 26 projects underway which range in size from one to 301 units in various stages of development, from preliminary funding requests to the final stage of rehabilitation or construction.
