NEW HAVEN ANNOUNCES START OF 2011 PROPERTY REVALUATION INSPECTIONS
(4/22/2010) NEW HAVEN- In compliance with Connecticut state statute, the City of New Haven will begin collecting data in May 2010 for the 2011 property revaluation. State law requires all municipalities to conduct revaluations every five years and to perform physical property inspections every ten years to ensure that taxes accurately reflect property values. Physical inspection of properties is mandated for the upcoming 2011 revaluation.
The City of New Haven has contracted with Vision Appraisal Technology of Northboro, Mass. to assist with the revaluation process. The overall process will take approximately 20 months to complete. Data collection will begin in May 2010 and will occur primarily throughout the next 12 months, although reconciliation of data will continue through to completion.
During the collection phase, Vision Appraisal data collectors will visit each property and physically inspect the interior and exterior of each building, as well as the characteristics of the land. For most residential properties, the entire process takes approximately fifteen minutes.
All Vision Representatives will carry photo identification from the City of New Haven and Vision Appraisal, as well as a letter of introduction from the Assessment Department. City Assessment Department personnel will also carry photo identification. Descriptions of their cars together with vehicle registration markers (license plates) will be on file with the Police Department (203-946-6316) and the Assessor's Office (203-946-4800). Despite precautions taken by the city, property owners are urged to request identification before granting anyone permission to enter their properties, and property owners should be wary of potential imposters attempting to impersonate Data Collectors. Any suspicious behavior or activity should be immediately reported to the New Haven Police Department.
For additional verification, property data mailers will be sent to all residential households seeking confirmation of certain characteristics such as number of family dwelling units, type of construction and number of bathrooms. Residents should respond to the data mailers to ensure that property characteristics are correctly listed on the cityís property record cards.
Residents unable to be present for daytime inspection may call Vision Appraisal at 800-628-1013 to request specific appointment time for inspection.
