The Human Resources Manager serves as the primary advisor to the Chief of Police on personnel and labor-related matters. He also is the departmentÕs liaison to various city agencies and departments on employment matters, including Pension, Medical Benefits, Civil Service, and Workers Compensation.
A diverse workforce and providing the necessary personnel to support our community policing mission is a top priority for the department. The Human Resources Manager assists in this effort by coordinating the hiring/selection process for full-time sworn and non-sworn employees in accordance with civil service rules. He works in conjunction with the Director of Training and Education, Chief of Police, and Board of Police Commissioners to seek and hire the most qualified candidates for the position of police officer.
The Human Resources Manager also reviews and updates job descriptions, as well as tracks the departmentÕs budgeted positions from both a fiscal and affirmative action standpoint. He is responsible for preparing an annual equal opportunity plan.
Promoting employee health and wellness is important to the department. A function of the Office of Human Resources is to oversee the administration of workersÕ compensation claims and return to work program, provide a representative on the cityÕs Safety & Health Committee, and provide referrals to the Employee Assistance Program (EAP).
Employee and labor relations is handled by the Human Resources Manager. He advises employees on Family/Medical leave and other employment issues, as well as division heads on management issues. All personnel files are maintained by the Office of Human Resources.
